This Act amends the Fines, Penalties and Infringement Notices Enforcement Act 1994 to enhance fine collection, including publishing details of fine defaulters and vehicle-related enforcement. It also amends the Equal Opportunity Act 1984 to prevent discrimination based on publication of fine details.

Individuals with outstanding fines may have their details published, face vehicle immobilisation or license suspension. Businesses must not discriminate based on publication of fine details. Government agencies have new powers and responsibilities regarding fine enforcement.
