Can the minister
please update the house on how the Cook Labor government is maintaining a
secure supply of fuel across Western Australia?

I thank the member
for Kimberley for the question. The Western Australian community knows that the
government is taking clear and decisive action to secure fuel supply and
distribution across Western Australia. The order under the Fuel, Energy and
Power Resources Act has ensured that we also have the most detailed supply
chain information of any state in the country, and we are putting this
information to use. We are working with the fuel companies and the distributors
through the Fuel Industry Operations Group to minimise any further disruption
to end users and consumers.
We have gone even
further. We have established the nation-leading strategic stockpile, 100% owned
by the state, exclusively for Western Australian use. The government has now
secured a total of 20 million litres for the stockpile. That fuel is
available for Wyndham, Kwinana, Geraldton, Esperance and Kalgoorlie, enabling
us to have a flexible and fast way to resolve future pinch points, should we
see them. It is delivering fuel security to the regions and communities that
rely heavily on diesel. It builds on the targeted actions that we as a
government have taken to date. The Premier has worked
with the federal government to cut the fuel excise. We have secured an extra 50 million
litres of diesel and an extra 50 million litres of jet fuel. We have
adopted the National Fuel Security Plan. We appointed the state controller. We have
allowed larger triple road trains and heavier loads of milk and perishables on
the road. We have expanded FuelWatch to every retailer in the state, including tougher
penalties for noncompliance. We have made it mandatory for fuel stations to
report to FuelWatch when they are out of fuel.
The Western Australian
Farmers Federation, the Grower Group Alliance, the Chamber of Commerce and
Industry of Western Australia, the Association of Mining and Exploration
Companies, the WA Road Freight Council and the Western Roads Federation are all
working hand in hand with the government to manage this issue, and the measures
are working. We have stabilised the fuel supply and distribution lines and ULP
and diesel prices are trending down, with a significant reduction in stations
reporting stockouts. Our stockpile means that we are prepared for future shocks
in demand or supply disruptions. We know that the conflict in the Middle East
is going to continue for some time. No-one knows how long it is going to last, but
under this government and this Premier, we are taking a hands-on approach to
managing this issue, ensuring that Western Australians can rely on fuel being
available when and where they need it.
