Question

Taxis—Passenger Transport Subsidy Scheme52.Hon Steve Martinto theminister representing the Minister Assisting the Minister for Transport:I refer to the new Passenger Transport Subsidy Scheme's (PTSS) digital system and suggestions that have been made to me that participants such as wheelchair taxi operators are not being paid for jobs done and are having jobs rejected by the Department of Transport and Major Infrastructure.(1) Is the department aware of the issues raised above?(2) Why would the department be rejecting completed jobs, and is a reason always provided to operators?(3) Since the system went live across the state from 1 March 2025, how many jobs have been rejected and how many have been approved for payment?(4) Over the past 11 months, what is the average time it has taken from a job being submitted to an operator receiving payment?(5) In relation to (4), what was this figure for the 11 months preceding 1 March 2025?The President:That question is both long in the content and long in terms of the amount of detail that is being sought. This is the last time that I am going to mention that. I would like all members to consider their questions without notice very, very closely for tomorrow.

Answer

Hon Jackie Jarvis replied:Thank you, President. I thank the honourable member for some notice of the question. I note that, fortunately, the answer is relatively short, and I think the relevant department should be commended for getting so much information together in such a short amount of time. This answer is provided on behalf of the Minister Assisting the Minister for Transport.(1) Yes.(2) Jobs may be rejected for a number of reasons, including failure to comply with the legislation, industry guidelines or where there is a reasonable basis to believe a claim is false or fraudulent.(3) A total of 24,853 claims for jobs have been rejected and 499,714 have been paid or approved for payment.(4) The average is 5.29 days.(5) The key performance indicator related to processing the vouchers was five days.
