I refer to the recently announced Commercial Lease of Jorgensen Park in the City of Kalamunda:(a) Did the Minister consider the City of Kalamunda’s Jorgensen Park Management Plan 2007, including its designation of conservation zones and recommendation for transfer of those areas to national park management, in assessing consistency with the reserve purpose;(b) Were the conditions applied to licences over the adjoining Unallocated Crown Land required to have regard to the conservation zoning identified in the 2007 Management Plan;(c) Will the Minister confirm whether any licence conditions require the local council to ensure continued safe public access through the Unallocated Crown Land during the event period;(d) Can the Minister confirm whether or not there is a Western Australian Planning Commission (WAPC)-endorsed management plan in place for Jorgensen Park (Reserve 50554);(e) Has the local council been advised that they are not exempt under Clause 29(1)(f)(v) of the Metropolitan Region Scheme; and(f) Given WAPC Operational Policy 5.3 (March 2025), will the Minister advise whether a WAPC-endorsed management plan and Development Application is required prior to Ministerial approval of private commercial use of Reserve 50554?

(a) The City of Kalamunda is the statutory management body for Jorgensen Park and the decision-making authority with respect to the use of the land and its designated purpose of ‘Recreation and Conservation’.
(b) No, it is consistent with its current use as an off-lead dog park.
(c) The license conditions stipulate that the licensee must ensure the safe movement of pedestrians using the licence area or adjoining areas and ensure that pedestrians using the licence area or adjoining areas are not unduly disrupted.
(d – f) Matters relating to the lease, the management of the reserve and any associated activities are the responsibility of the City of Kalamunda.
