(2) On that sequence, was the lease entered into without the approval required by section 18(7)(a), and if so, does section 18(6) operate to make the lease void at the time of execution?
(3) If the lease was void at execution, does the Minister's subsequent consent of 28 April 2026 validate it, or does the 23 April 2026 execution remain void?
(4) Did the Department identify that the lease had been executed before consent was sought, and was this drawn to the Minister's attention before consent was given on 28 April 2026?
