I refer to the Pilbara Environmental Offsets
Fund and the Government response to the October 2024 review into its
operations, and I ask:(a) Has the Government completed, commenced, or
continued any review of the offset pricing methodology applicable to payments
into the Fund;(b) If yes to (a):(i) what stages of review have been completed;(ii) what pricing methodologies or alternatives have
been considered;(iii) has any revised pricing methodology been
approved; and(iv) if yes to (iii), when did it take effect;(c) Has the Government taken any steps to improve
certainty regarding the timing of payments into the Fund; and(d) If yes to (c):(i) what steps have been taken;(ii) when were they implemented; and(iii) have they changed the proportion of payments
required upfront, or the timing of invoicing or reconciliation?

(a-b) The Department of Water and Environmental Regulation has commenced the review of offset pricing to ensure offsets are priced to cover the true cost of delivery in the Pilbara in line with the State Government response to the Pilbara Environmental Offset Fund (PEOF) review. The review is ongoing.
(c-d) PEOF financial processes have been improved since the review of PEOF in 2024, including appointing a new Business Analyst in 2026 and streamlining invoicing to speed up processing.
Upfront payments required for Commonwealth conditions have increased from 10 per cent to 50 per cent of the total offset payment, while State contribution requirements remain unchanged. There has been no change to invoicing or reconciliation timing.
