I refer to the Westport business case summary, "the commercial model" page 34, and the estimate on previous pages that the cost to government of the new Kwinana container port is estimated to be $7.2 billion, and I ask:(a) noting that the Government Landlord model has been selected, where "the Government remains the owner of the port and long-term leaseholders invest in their own equipment and operations", can the Minister confirm that this arrangement was assumed as part of the $7.2 billion estimated cost to government;(b) what major "equipment" investments are assumed to be absorbed by private operators, rather than the government, in the calculation of the $7.2 billion figure;(c) what total private investment is estimated to be required in within the boundaries of the new Kwinana container port itself for the port to reach it's expected operating level under moderate conditions, enabling the switch from Fremantle; and(d) what is the estimated total cost of the new Kwinana container port, inclusive of both government and private investment?
