Energy Policy WA—Whole of System Plan

Dr Steve Thomas to the Leader of the House representing the
Minister for Energy and Decarbonisation:
I refer to the Whole
of System Plan report that was due to be submitted to the government before
30 September 2025.
(1) Was Energy Policy WA the government
agency tasked with delivering the Whole of System Plan in September 2025?
(2) If no to (1), was any agency tasked
with writing a Whole of System Plan by September 2025 and, if so, which one?
(3) Given that the Whole of System Plan
website says that the inaugural plan was developed by a project team "led
by Energy Policy WA", was EPWA leading any update?
(4) Has EPWA let the government down in
its failure to deliver the update on time?

I thank the
honourable member for some notice of the question. I answer on behalf of the Leader of the House
representing the Minister for Energy and Decarbonisation. The following
response has been provided by the Minister for Energy and Decarbonisation.
(1)–(4) Under the Electricity System and Market
Rules (ESM), the Coordinator of Energy is responsible for the Whole of System
Plan. Long-term system planning activities culminated in The South West Interconnected System Transmission Plan released in September 2025. The next Whole of System Plan will be delivered by
September 2027.
