I refer to the Department of Planning, Lands and Heritage (DPLH) contract DPLH403625 seeking the services of a suitably qualified heritage consultant to complete and Aboriginal Heritage Survey at Munguni (ID 2920) and Aboriginal heritage place Munguni 2 (ID 41501) near Norseman awarded to Terra Rosa Consulting based in Fremantle and I ask:
(a) Was Ngadju Native Title Aboriginal Corporation (NNTAC) approached in the first instance to conduct these surveys:
(i) If not, why not;
(b) If the suitable expertise required was not available at NNTAC, were there any local Aboriginal-led organisations in the region who could conduct heritage surveys; and
(c) Is it departmental policy to source local businesses with local knowledge for heritage surveys, if not why not?
