Question

I refer to the Road Smart Kickstart Program of education around e-rideable safety in WA public schools, and I ask:(a) How many schools is this program intended to be delivered into, and over what period;(b) As of March 2026, how many schools has the program been delivered into;(c) What is the total budget allocated to the rollout of this program;(d) What is the departmental and other FTE allocated to the rollout of this program;(e) What metrics are being used to measure the effectiveness of this program; and(f) Will the Minister table any metrics received to date?

Answer

(a-b) The Cook Government launched the Road Smart Kickstart road safety education program as a pilot in 2025, targeting Year 7 and 8. I was pleased to attend the official launch in June last year and experience this great program for myself, alongside students from the John Calvin school in Albany. The interactive program uses five gamified learning stations, one of which addresses age-appropriate e-rideable safety. The program was trialled across 31 schools in 2025, reaching 1,690 students through the delivery of 87 sessions. Kickstart was delivered at 16 schools from the beginning of Term 1, 2026 up to 30 March 2026, with bookings made with a further 57 schools as at 17 April. (c) $15.2 million has been allocated over 2025/26 and 2026/27 to deliver both the Road Smart Kickstart program and the Year 9 Road Smart Interactive program. (d) 13 FTE are dedicated to delivering the two Road Smart programs as at 30 March 2026, with active recruitment to support the statewide rollout of the programs continuing. (e) Program effectiveness is assessed through student-reported knowledge, attitudes, and behavioural intent, including willingness to change road safety behaviour. Additional indicators measuring program delivery include school reach and participation rates, facilitator performance, and teacher feedback. (f) Program effectiveness metrics as at 17 April 2026, based on 772 student survey responses, are as follows Key Metrics Metric Result [Understanding of] Factors contributing to road safety 84% I have a role to play in improving road safety 84% [Understand how to] Make safer choices 83% Recommend Road Smart to a friend 71% Metric Result [Understanding of] Factors contributing to road safety 84% I have a role to play in improving road safety 84% [Understand how to] Make safer choices 83% Recommend Road Smart to a friend 71% Knowledge Questions Question Result Importance of correct protective gear 92% How feeling tired affects safety 88% How distractions impact road safety 87% Impacts of speed in a crash 87% Factors contributing to road safety 85% How things I do affect safety of others 84% Effects of risky road user behaviour 83% What the safe system approach means 67% Question Result Importance of correct protective gear 92% How feeling tired affects safety 88% How distractions impact road safety 87% Impacts of speed in a crash 87% Factors contributing to road safety 85% How things I do affect safety of others 84% Effects of risky road user behaviour 83% What the safe system approach means 67% Attitude Questions Question Result Road safety is important for community/family/friends 92% Road safety is important to me 89% I have a role to play to improve road safety for myself family friends 86% Question Result Road safety is important for community/family/friends 92% Road safety is important to me 89% I have a role to play to improve road safety for myself family friends 86% Learning Intent Question Result Use learnings to make safe road decisions 81% Question Result Use learnings to make safe road decisions 81% Behaviour Questions Question Result Make safer choices while walking/riding/wheeling or in the car 86% Speak up when I see unsafe behaviours 80% Talk to friends about how to keep safe when travelling on the road 69% Question Result Make safer choices while walking/riding/wheeling or in the car 86% Speak up when I see unsafe behaviours 80% Talk to friends about how to keep safe when travelling on the road 69%
