I refer to the funding and operation of Community Resource Centres (CRCs) across regional Western Australia and I ask:(a) What is the total annual funding allocated to CRCs for the 2025–26 financial year;(b) How does this compare to funding levels in each of the past five financial years;(c) Please provide a breakdown of funding for each CRC by:(i) location;(ii) funding amount; and(iii) contract term and expiry date;(d) What is the current status of CRC funding agreements:(i) How many CRC contracts are due to expire in 2026;(ii) How many have already expired and are operating under interim or rollover arrangements; and(iii) What is the longest period any CRC has been operating without a renewed contract;(e) What steps has the Government taken to renew CRC contracts:(i) Has a formal renewal process commenced:(A) if so, when did it commence; and(B) what is the expected timeline for completion; and(f) Has the Government committed to ongoing funding for CRCs beyond current contract periods:(i) If yes, what is the duration and funding envelope of that commitment; and(ii) if no, why not;(g) What consultation has occurred with CRCs regarding future funding arrangements:(i) which CRCs have been consulted;(ii) on what dates; and(iii) what key issues have been raised;(h) Has the Government considered any changes to the CRC model, including:(i) Consolidation or reduction in the number of centres;(ii) Changes to service delivery expectations; and(iii) Alterations to funding formulas;(i) What performance measures or reporting requirements are currently imposed on CRCs:(i) Have these requirements changed in the past three years; and(ii) Are further changes proposed;(j) Has any CRC experienced funding reductions, delays, or uncertainty impacting operations:(i) if yes, which centres and what was the nature of the impact; and(k) What is the Government’s long-term plan for the CRC network in regional Western Australia:(i) Does the Government intend to expand, maintain, or reduce the network; and(ii) How does this align with regional development priorities?

(a)  I refer the Member to 2026-2027 State Budget Paper 2, Volume 2, Part 11 and 2026-27 State Budget Paper 3, Chapter 7.

(c) Please refer to Attachment 1.
(d - i) Current Community Resource Centre (CRC) service contracts were initiated in 2017, with extension options exercised in 2020 and 2022, and expiry of 30 June 2027. Current CRC grant agreements were continued for 3-year terms in 2024 with an expiry of 30 June 2027.
A renewal procurement process has commenced as per the Delivering Community Services in Partnership Policy.
Ongoing funding for CRCs is provided in the 2025-26 Budget Papers.
Extensive consultation has been undertaken with CRCs since September 2025, using 11 different engagement methods and involving more than 580 participants, including engagement by all CRCs. Satisfaction survey results demonstrate a highly positive co-design experience. Feedback from co-design with CRCs includes that there is an opportunity to better tailor service agreements to community outcomes and on-ground expectations in different communities.
Current contracts require qualitative and quantitative annual reporting on outcomes, and audited financial reports.
