I refer to the South West Settlement Native Title Agreement and I ask:
(a) What has been the total expenditure drawn from the Noongar Boodja Trust's Operations Fund by the South West Aboriginal Land and Sea Council (SWALSC) as Central Services Corporation and by each of the six Regional Corporations in each year since 2022, and has all expenditure been within approved budgets;
(b) If the Government cannot answer all or part of (a), why does the Government not keep records or oversight over these Corporations expenditure;
(c) Given the Western Australian Charitable Trusts Commission found Equity Trustees breached its duties as Trustee of the Noongar Charitable Trust in the El Caballo acquisition resulting in a claimed $21 million loss, what oversight did the State Government exercise over the Trustee during this period, and what has it done in response to the Commission's findings;
(d) What were the findings of the investigation into the allegation that SWALSC secretly accessed the email account of a Regional Corporation CEO in August 2023 and what governance changes has the State required as a result;
(e) How many of the six Noongar Regional Corporations have filed on-time annual reports with the Office of the Register of Indigenous Corporations (ORIC) in each year since 2022, and have any been placed on the ORIC register of corporations with governance concerns, if so how many;
(f) What dispute resolution mechanism exists under the Settlement Indigenous Land Use Agreements (ILUAs) for conflicts between SWALSC and the Regional Corporations:
(i) How many times has the mechanism been invoked since 2022, and has the State Government ever mediated or intervened in such disputes;
(g) How many hectares of the allocated 320,000-hectare Noongar Land Estate have been formally transferred to the Noongar Boodja Trust as at the most recent quarter, broken down by freehold and reserve tenure, and what is the projected completion date for all transfers; and
(h) How many of the 376 initially offered land parcels under the Settlement are still subject to encumbrances, existing leases, or ministerial approvals that are preventing transfer and what is the State's plan to resolve these impediments within the 12-year settlement timeframe:
(i) When will the Swan Districts Hospital site be transferred fully under the Settlement to the relevant Native Title Party and have they agreed to remediate the site?
