Infrastructure WA's summary assessment report for Perth Park, which states:… the business case and
supplementary information did not provide sufficient detail to ascertain the
veracity of these cost estimates.(1) Why should the public believe the Premier's claim
that the project will cost only $217.5 million?(2) Does he promise that this project will be
delivered for $217.5 million?
Answer
Mr Roger Cook replied:(1)–(2) I thank the member for the
question. The release of Infrastructure WA's assessment is an important
milestone for delivering on this exciting project, which was an election
commitment to the people of Western Australia. Their feedback has been
incorporated into the project team's ongoing work as the design is finalised
before we move into major construction. The business case was completed
independently and in accordance with the requirements of Treasury and
Infrastructure WA and the strategic assessment management framework. As
required, the business case was reviewed by Infrastructure WA, and we released
a summary of the business case, as promised. It returned a 1.84 benefit–cost
ratio undiscounted analysis and, as a result, WA will generate $61 million in
economic activity each year because of this project.We make no apologies for going
through the correct process to make sure that this project has a business case
and can be managed properly. This stands in sharp contrast to those on the
other side when they were in government, whether it was on the Forrestfield–Airport
Link or the Perth Freight Link. They did not even do a business case for Optus Stadium—an
important piece of economic infrastructure. We will continue to make sure that
we do what we need to do to drive value for money for WA taxpayers, and we will
continue to do what we need to do to make sure that we keep our election
commitments.
