I refer to the contract between the WA Country Health Service (WACHS) and Apex Radiology and ask:
(a) What services and consumables are provided by WACHS to Apex for it to provide radiology services;
(b) Does the contract between WACHS and Apex meet all the requirements of the National Health Reform Agreement, specifically clauses relating to patient consent (G14-16 and G33-37), distribution of the Public Patient’ Hospital Charter (G9), provision of diagnostic imaging being provided free of charge (G20), prohibiting dual Commonwealth funding for the same service (A9-12), prohibiting cost shifting (G19-21) and empowering the Independent Hospital Pricing Authority to investigate cost shifting (A124-A126);
(c) Does Kalgoorlie Health Campus have clear policies, procedures and documentation advising patients of alternative radiology/imaging services in Kalgoorlie and can copies be provided;
(d) Have instances occurred where Kalgoorlie Hospital has incorrectly billed Medicare for services associated with radiology/imaging, if so, what action was taken;
(e) Was the contract between WACHS and Apex Radiology previously tendered and are there any plans in the future for an open tender process for the provision of these services;
(f) What is the relationship between Spartan First Imaging and WACHS;
(g) Does the existing relationship between WACHS and Apex disadvantage private providers such as Spartan; and
(h) Have internal or external audits of the financial statements of Kalgoorlie Health Campus identified any irregularities or concerns regarding the reporting and or classification of financial information between the Kalgoorlie Hospital and Apex Radiology?
