I refer to your publication of the WA Industry Link Report for 2024-25 and I ask:
(a) Why has actual regional spend on Housing and Works plummeted by more than 60% in two years
;
(b) Is there currently a consistent pipeline of regional work beyond a few large projects like the Bunbury Outer Ring Road;
(c) In 2024-25, the Government approved 270 exemptions for Participation Plans, meaning hundreds of contracts were awarded without requiring prospective suppliers to submit a formal plan for local economic benefit. Can the Minister explain why so many exemptions were granted
;
(d) Why is the Government claiming an estimated 86% local sourcing rate when actual Housing and Works spend was only 59%
;
(e) Why did regional subcontractor apprenticeships and traineeships drop significantly from 2022 levels; and
(f) With 1,501 suppliers registered on the portal, why did only 172 receive Local Capability Fund support?
