I refer to the proposed Mainland Discovery Centre associated with Penguin Island operations, and I ask:(a) In which years have feasibility studies or business cases been funded relating to a Mainland Discovery Centre;(b) What is the total government expenditure on feasibility studies and business case development for this proposal between 2016 and 2024;(c) Was a business case completed in December 2024, and if so, has it been considered by the Minister or Cabinet;(d) What is the current status of the Mainland Discovery Centre proposal;(e) When does the Government expect to make a final decision on the proposal; and(f) What interim arrangements are in place to support visitor education and conservation outcomes pending a final decision?

Answer

Tourism Western Australia advises: (a) The Rockingham Discovery Centre Feasibility Study was completed in 2023, and the Rockingham Discovery Centre concept design and business case was completed in 2025. (b) 2023 Rockingham Discovery Centre Feasibility Study: $88,352 (excluding GST). (c-f) The concept design and business case, completed in April 2025, precipitated the next stage of the work. This will: see additional stakeholder consultation; identify operational governance; confirm location; and undertake planning and investigatory work. In the meantime, new visitor infrastructure has been installed on Penguin Island, including upgraded boardwalks and interpretative signage.
