I refer to the Western Australian (WA) Government media statement published on 14 December 2017, 'Fremantle firm wins Hilton infill housing design competition' and also the media statement published 23 November 2021 'The McGowan Government is forging ahead with the revitalisation of the Hilton suburb with 32 new timber frame homes for social housing' which stated "all 32 homes due to be completed by late 2022", specifically the 14 architecturally designed homes, and I ask: (a) how many of the 14 architecturally designed homes, part of the 2017 design competition challenge, have begun construction; (b) how many of the 14 architecturally designed homes have been completed; (c) how many of the 14 architecturally designed homes are still under construction; (d) how many of the 14 architecturally designed homes as part of the 2017 design competition challenge, haven't begun construction; (e) what is the reason for the delay on the construction of the 14 homes; (f) how many of the 14 architecturally designed homes have been tenanted; (g) what is the anticipated completion date of the houses at 26a Grigg Place, Hilton; (h) what is the anticipated completion date of the houses 14a Joslin Street, Hilton; (i) what is the anticipated completion date of the houses at 28a Harwood Street, Hilton; (j) when will construction begin on other sites, and if construction won't begin, why not; (k) has the Government sold any of the sites meant for these 14 architecturally designed homes, and if yes, how many sites and when did this occur; (l) how many project managers have been responsible for the delivery of these projects, to date; and (m) how much money has the WA Government spent delivering these homes to date?

(g) – (i) The six dwellings across these sites were contracted to Candor Contractors Pty Ltd (Candor), who entered administration in March 2022. Company administration periods can take a substantial amount of time before the contract is terminated and the State regains possession of the site.
The Department of Housing and Works (DHW) are working with the new builder to complete the homes as quickly as possible and in accordance with the building contract. This requires an extensive review of the work already undertaken to ensure the new contractor is satisfied that works are fit for purpose.
