Health Service Providers are funded primarily through Activity Based Funding (ABF), which provides funding based on the volume and complexity of services delivered rather than on a defined and fixed structure of funded positions.
Workforce levels funded by the ABF are managed flexibly by Health Service Providers, in response to service demand, workforce availability, and operational requirements. As such, the number and type of funded positions are variable and there is not a specific funded structure to which actual FTE reported in response (a) can be taken to represent the funded positions and vacant funded positions.
