I refer to the City
of Joondalup's planning condition requiring a fauna management plan for the
native fauna at 95–99 Woodvale Drive in Woodvale and reports that
Department of Biodiversity, Conservation and Attractions advised the proponent
that the city's fauna relocation condition was not required and subsequently
advised the city it does not support fauna relocation.
(1) On what basis did DBCA advise the City
of Joondalup that it does not support relocation at this site before a fauna
management plan was finalised?
(2) What action will the minister take in
response to construction proceeding at this site without a finalised fauna
management plan and if none, why?
(3) Given the death of one western grey
kangaroo from suspected stress-induced myopathy and others already displaying
stress symptoms, what immediate measures will the minister direct to protect
native fauna at the site while planning conditions at this site remain
unsatisfied and, if none, why?

(1) The Department of Biodiversity,
Conservation and Attractions has not advised the City of Joondalup that it does
not support relocation of kangaroos from lot 38 and part lot 28 Woodvale Drive.
The developer is required, through conditions of
their subdivision approval, to develop a fauna management plan approved by
the City of Joondalup, on advice from the DBCA. The DBCA has provided advice to
the City of Joondalup, which suggests that all available options for managing the
kangaroo population on lot 38 and part lot 28, including relocation, are
considered in the plan, with clear justification provided for the management
option chosen.
(2) Adherence to conditions of
subdivision are a matter for the City of Joondalup.
(3) It is expected that the City of
Joondalup will ensure that the fauna management plan required as a condition of
subdivision is finalised and implemented at the appropriate stage of
development. The DBCA will continue to work with the City of Joondalup to
support this process.
