I refer the Minister to the distinction between detecting Tetrahydrocannabinol (THC) and establishing driver impairment, and I ask:
(a) for each of the past five financial years, how many serious or fatal crashes on Western Australia (WA) roads involved a driver who later tested positive for THC;
(b) Of those cases in (a), how many involved THC alone, as opposed to THC in combination with alcohol, methamphetamine, benzodiazepines, opioids, or other substances;
(c) how many in (a) involved a driver known to hold a medicinal cannabis prescription; and
(d) do Western Australia Police Force and/or the Road Safety Commission currently treat "THC detected" and "THC causally contributing to crash risk" as distinct categories within their data sets, and if not, why not?
