I refer the Minister to the difference between a laboratory finding of Tetrahydrocannabinol (THC) presence and observable signs of driver impairment, and I ask:
(a) what training do Western Australia (WA) Police officers receive in identifying cannabis-related impairment at the roadside;
(b) are officers required to record observable indicators of impairment (or indeed the lack of any such) when a driver returns a positive THC result;
(c) if yes to (b), how many THC-positive matters in the last five financial years recorded observable impairment indicators; and
(d) if no to (b), how does the Government distinguish between drivers who are impaired and drivers who merely have residual THC present in their systems?
