(a) On what basis did the Department of Education determine that an open tender or other competitive procurement method was not appropriate for this engagement;
(b) Which other suppliers, if any, were considered for this engagement before direct sourcing was determined; and
(c) Was approval for the use of direct sourcing required from any officer, committee or agency outside the Department of Education, and if so, who approved it and on what date?
