I refer to Budget Paper 2, vol 2 page 760 and the line item Clean Energy Link and I ask:
(a) $1.4 billion has been allocated to the Clean Energy Fund for "Clean Energy Link projects," but the budget notes that this funding will only be released "subject to future investment decisions". Please provide a full timeline for all relevant final investment decisions that will be funded via the $1.4 billion;
(b) Western Power’s financial changes show a "Reversal of Assumed Transmission Network Tariff Revenue" totaling $41.3 million in 2026-27. Does this indicate that industry users are not paying for these new links, and can you confirm that the final cost of the Clean Energy Link may be passed onto household users through higher power bills if the ERA sets the new Access Arrangement:
(i) If the revenue was assumed for projects not yet fully approved or finalised within the current AA5 framework, is it correct that this revenue forecast must be reversed until the regulator formally incorporates it into the tariff structure (i.e. AA6)
; and
(ii) When is finalisation of AA6 (the Sixth Access Arrangement) expected to occur;
(c) Can the Minister explain how many megawatts are to date financially committed and construction-ready;
(d) Can the Minister provide the current forecast date for practical completion of the Malaga-to-Three Springs corridor and confirm whether the project remains fully on schedule;
(e) How many kilometres of new or upgraded transmission lines are being constructed under CEL-North project, and what is the projected cost per kilometre;
(f) How many renewable energy proponents currently have grid connection applications dependent on CEL - North being completed, and what is the total megawatt capacity of those queued projects; and
(g) Please provide a breakdown of the proportions of the $342 million in recently awarded contracts that went to WA-headquartered firms vs Overseas firms?
