nearly $1 million termination payment to the former Director General of the
Department of Premier and Cabinet, Ms Emily Roper, and a government statement
reported inThe West Australianon 18
February 2026 that her early departure was to avoid the disruption of leadership
change in the middle of the government's four-year term.(1) Can the Premier provide a breakdown of each of
the components of Ms Roper's full termination payment?(2) If no (1), why not?(3) If it was not acceptable to the government for
Ms Roper to depart mid-term, why was she given a mid-term end date for her
contract?
Answer
Hon Stephen Dawson replied:I thank the
honourable member for some notice of the question.(1)–(2) Ms Roper received a section 59
compensation payment under thePublic Sector
Management Act 1994of $615,057. All public servants are paid leave
owing to them when they leave the sector. Ms Roper received $336,803 in accrued
and pro rata annual and long service leave entitlements.(3) Section 45(1) of thePublic Sector Management Act 1994states that a
CEO is appointed for a term not exceeding five years. Senior executive service contracts
are not aligned with the terms of government.
