Answer
Ms Meredith Hammat replied:I refer to what I have already said. Again, I am happy to
explore this in some more detail when we get toconsideration in detail,
but there is a difference in the act between the sale of lawful products sold
from a licensed premises and the sale of an unlawful product like illicit
tobacco. There are different penalties.
