I refer to the media
statement given on Tuesday last week, headed "Advanced manufacturing
facilities to boost housing supply".
(1) What were the stated requirements in
the competitive process that ultimately selected Built Living and Atlas Precast
as the successful proponents of the $48 million investment from the WA
Government in the 2026–27 state budget to establish and expand two Housing and
Infrastructure advanced manufacturing facilities?
(2) Why was concrete pre-fabrication
selected as the preferred method for this investment rather than more
environmentally sustainable alternatives?
(3) When are the first homes or
apartments expected to be completed and occupied on the back of this investment
from the state government?

answer on behalf of the Treasurer.
(1)–(3) The expression of interest invited
proponents to develop and operate an advanced manufacturing facility to provide
an end-to-end solution for affordable housing and future non-residential major
infrastructure. The competitive process assessed a large number of wideranging
proposals and determined the bids from Atlas and Built were best suited to
deliver the end-to-end solution needed to meet the government's objectives. The
advanced manufacturing facilities are expected to be completed at the end of
2027 and early 2028. Private and public sector access to the additional
capacity from the facilities for housing and other essential infrastructure is
expected to become available in early 2028, ramping up rapidly in the 2028–29
financial year.
