Question

I refer to the Ombudsman’s report A Review of Family and Domestic Violence in Western Australia, which identified deficiencies in the operation, monitoring and evaluation of Family and Domestic Violence Response Teams (FDVRTs), including concerns regarding risk assessment practices, and I ask:(a) what performance measures and reporting requirements are currently in place to assess the effectiveness of FDVRTs across Western Australia;(b) has a formal monitoring and evaluation framework been established for FDVRTs, and if so, what are its key components;(c) if no such framework is in place, when will one be implemented;(d) what proportion of FDVRT cases have been assessed as compliant with operational procedures, including risk assessment requirements, in each of the past three years; and(e) has any internal or external review identified systemic non-compliance or operational deficiencies within FDVRTs, and if so, what actions have been taken in response?

Answer

(a - c) Performance of Family and Domestic Violence Response Teams (FDVRTs), including reporting, is the joint responsibility of all partner agencies. A monitoring framework for FDVRTs is being developed. (d) An assessment of compliance with operating procedure is not undertaken for every Family Violence Incident Report. Undertaking this type of analysis would be time intensive, requiring review of individual records. (e) An independent review of the FDVRT model was undertaken in 2020, which initiated a range of reforms including establishment of the FDVRT Central Support and Coordination Unit to guide delivery of the FDVRT model. The unit monitors responses and works with partner agencies to continually improve the model.
