These regulations amend the Rail Safety National Regulations 2012 to incorporate interoperability requirements for rail transport operators operating on the National Network for Interoperability. They also provide exemptions for tourist and heritage railway operators and set a transitional period for compliance.

Rail transport operators on the National Network for Interoperability must update their safety management systems to address interoperability matters. Tourist and heritage railway operators are exempt unless otherwise notified by the Regulator. Operators have until 28 February 2026 to comply.
