These regulations amend the Planning and Development (Local Planning Schemes) Regulations 2015. They initially update references to include COVID-19 declarations under the Emergency Management Act 2005, then subsequently remove those references.

Local governments and developers are affected by changes to planning scheme exemptions during states of emergency or COVID-19 declarations. The regulations ensure planning processes align with emergency management legislation, and then remove the COVID-19 specific provisions.
